It's an idea that I had a long time ago.
Many years ago I tested holding my breath in water and out of the water. And, I'm pretty sure that it was easier to hold my breathe out of the water.
Though, one possible reason could be that staying under the water requires more energy.

About 5-10 months ago I was talking about scuba and reminded that once you are in water, there is a lot more pressure all around you. Thus, it is harder to breath in a full breath. It may be harder to breath in, but it doesn't effect lung capacity.
